A seminar to analyse the results on two road safety campaigns will be held tomorrow at the Headquarters of the Ukrainian Road Police Inspectorate on Lukyanivskaya 62. The information campaigns were carried out in partnership between EU experts of the Integration of Ukraine in the Trans-European Network Project, Odessa County Administration and the Road Police Inspectorate.

15 november 2011Road Safety Day in Odessa, November 15

ODESSA, Nov. 15. Noisily rattling plastic clappers with road signs on speed restrictions students of three secondary schools participated in the “I Go Home“ event, dedicated to highlight the importance of traffic rules. The event concluded a pilot project on road safety, implemented in partnership between the EU experts of the Transport project “Integration of Ukraine in the Trans-European Network” and the Odessa Regional Council.

Two information campaigns urging drivers to wear seat belts and to cut down speed that were implemented by the pilot project this summer in Odessa Region, resulted in 30% reduction of deaths in the road accidents. This outcome was achieved by a relatively small investment (EUR 20,000) in the information dissemination effort on social media networks. The campaign was echoed by a robust action of the Ukrainian traffic police, who disseminated information leaflets on causes and numbers of deaths on the roads to the traffic offenders.

A workshop on legislation in support to the Single European Sky Initiative will take place on 21-22 October at the Ministry of Infrastructure of Ukraine to familiarise State regulators, teh National Safety Authorities and aviation industry with the Aviation legislation to support the Single European Sky Initiative.
Considerable changes in national legislation are required for the implementation of the principles of the Single European Sky initiative and the regional integration of the Ukraine air navigation services within the context of the EU Aquis.

П.П.  Проект ТЕМ-Т подходит к завершению. Расскажите, пожалуйста, о трех самых значительных достижениях проекта.

В.Т. Если кратко, это во-первых, стратегия развития транспортной отрасли Украины, которая была разработана в рамках нашего проекта и утверждена правительством Украины в конце 2010 года. Во-вторых, это договор о финансировании в рамках бюджетной поддержки дальнейшего развития транспортной отрасли Украины и план действий по эффективной интеграции транспортной системы Украины в TEN-T.

Як добре відомо усім, хто цікавиться розвитком цивільної авіації України 19 травня цього року відбулася знакова подія, а саме, Верховною Радою України було прийнято нову редакцію Повітряного Кодексу України. Велика кількість фахівців державних органів, громадських організацій, громадяни і експерти України та інших країн доклали значних зусиль для того, щоб довгий та тривалий шлях від проекту до нового Кодексу виявився вдалим. Варто зазначити, що Повітряний кодекс, як основне авіаційне законодавство країни, встановлює правові основи діяльності в галузі авіації, визначає державне регулювання діяльності в галузі авіації та використання повітряного простору України  як спрямоване на гарантування безпеки авіації, забезпечення інтересів держави, національної безпеки та потреб суспільства і економіки у повітряних перевезеннях та авіаційних роботах.

P.P. Please tell about the Program for Sectoral Budgetary Support in road transport industry of Ukraine.
Y.B. The Sectoral Budgetary Support (thereinafter SBS) in the transport sphere of Ukraine is a part of the European Neighbourhood and Partnership Instrument (ENPI), implemented in 2007 and foreseeing general/sectoral support (and other support instruments as well) in addition to technical aid to Ukraine as a participant state in the European Neighbourhood Policy (ENP).

The reform of transport sector is not to be limited by changing a plate on a functionary’s cabinet door

Alan Gaudry works in Ukraine since 2004. Ukraine is already a 38th country, where he helps to develop transport infrastructure. Having received education of a professional railroad manager, he has worked both for the Ministry of transport of France and at the Systra transport company.  Eastern European countries are his specialisation. Alan considers each country’s transport system is unique. «Copy-paste does not work there. Each country has to find a recipe to develop its transport», – says the expert.

jss.jpgAs the ideas of the Private-Public-Partnership (PPP) are currently discussed in Ukraine, Jurgen Sluijter, an expert of the TEN-T Project has agreed to answer some questions on the PPP attempts after his presentation to the American Chamber of Commerce in Ukraine.

P.P.  What are the major issues as regards the investment climate for international Public-Private Partnership-projects?

J.S. There are several of course. First of all, Ukraine has to cope with the problematic economic climate as all countries have to. But the Ukraine economy has its own context. In the presentation I referred to the economic structure, with two key sectors: iron ore & metal and agriculture, the position of Ukraine in relation to Russia and the EU, the national debt, the pressure on the Hrivnia and corruption. And with respect to international public private partnerships (PPPs) there are some specific issues, such as the legal framework, the rule of law and the currency- and financial risks for foreign investors.

In the framework of the project implementation a delegation of the Ministry of infrastructure of Ukraine took part in the Study Tour to the Marseille-Fos Port (France) on 16 – 22 October 2011 in order to get familiar with the French experience on issues of reforming and organization of the seaports operation and study the possibilities to adapt it to Ukraine.

During the visit Ukrainian delegation was acknowledged with the experience of Marseille-Fos Seaport that is very similar to Ukrainian seaports and has available passenger, cargo and oil terminals and handling capacities, communications with river transport (10% of the seaport freight turnover) and multimodal platforms

9 june 2011European Single Sky Workshop in Kiev

The EU and Ukraine discuss the impact of the EU Single European Sky (SES) regulations and the Functional Airspace Blocks on non-EU countries

 

The two day international workshop was organised by the State Aviation Administration of the Ministry of Infrastructure (SAA) and the European Union funded Support to the Integration of Ukraine in the Trans-European Transport Network Project.

 

The SES implementation will affect Ukraine registered airlines, Air Navigation Service Providers, state regulators and supervisory authorities. Concerned organisations from Ukraine and neighbouring states will and exchange views and experiences on the impact of the SES implementation on their specific organisation.

The Cabinet of Ministers of Ukraine approved 16 regulatory-legal acts regarding modernisation and development of the railway transport and improvement of social standards for the employees of the sector. Correspondent decisions have been taken today, December 16, during the meeting of the Government and All-Ukrainian forum of the railway of Ukraine where the Prime-Minister of Ukraine Yulia Timoshenko took part as well as first deputy Minister of MTCU Vasyl Shevchenko, Director General of Ukrazaliznitsia Mihaylo Kostiuk, manager of the central bodies of executive branch of power, workers of the railway transport of Ukraine and others.
