News1 deсember 2009Ukraine and EU have achieved good progress in signing ECAA AgreementNov 27, 2009 The fourth round of negotiations between Ukraine and EU regarding ECAA Agreement took place on Nov 23-24, 2009 in Brussels.
After the third round of negotiations which was in July 2009 in Kiev, the parties made good progress in the negotiations regarding agreeing of the main part of the draft text of the Agreement. In the result of the negotiations a protocol was made and signed by the head of the delegation – Deputy Minister of MoTC - head of the SAA Olexandr Davidov and a representative of the general directorship on energy and transport in EU - Philip Burgel-Verne.
The main question of the negotiations was agreeing on the transitional provisions for Ukraine after the Agreement on ECAA is signed. The parties agreed that the final objective of the ECAA was complete implementation of the basic standards on flight safety. Implementation of such standards by Ukraine will be organized in accordance with the transitional arrangements stipulated by the Agreement. Besides, Ukrainian delegation enhanced the importance of equal participation in implementation of the SES project. It was also defined that the issues of equal access of air carriers to the market would be discussed at the next negotiation round. Further negotiations on the Agreement will be carried out at a technical level with the purpose to prepare for the next negotiation round and to improve the draft document from the legal point of view.
